The promise you make to a chapter board is a date: introductions go out on the fifteenth. Whether you keep it depends on a number you rarely calculate, which is how many hours the match itself takes when you are reading two application forms side by side and holding mentor capacity in your head.
This estimator compares two ways of working. In the first, you consider every pair by hand. In the second, weighted criteria produce suggested pairs and you review only the ones the rules could not settle, which is usually a fifth of the cohort. Adjust the review rate to match how much you trust your criteria.

Unmatched mentees are the gap between applications received and pairs formed, so recruit mentors before you widen mentee outreach.
Coordinators promote to mentees because mentees are easy to reach through student lists and member newsletters. Mentors are harder, and every program eventually meets the same wall: more applications than people willing to take them. The slot figure above makes that visible before you have accepted anyone.
If mentor slots fall well short of mentee applications, fix the recruitment ask before matching day. Raising capacity to two mentees per mentor is tempting, but it only works when your term is short, the meeting cadence is monthly, and you tell mentors that number up front rather than discovering it during introductions.
Most pairs in a well specified cohort are uncontroversial. Career stage lines up, the mentee ask matches the mentor's field, availability overlaps, and there is nothing to decide. Spending nine minutes per pair on those is the waste, not the matching itself.
The pairs that need you are the ones with a hard constraint, a rare request, a mentor everyone wants, or a mentee whose ask does not map onto anyone's stated expertise. Reserve your judgment for that queue and matching day stops being a lost weekend.
It is a reasonable starting point for a cohort with clear criteria and a decent mentor pool. First cohorts run higher, often a third, because the application questions have not been tuned yet. The rate falls as you learn which questions actually predict a good pair.

Set mentee slots per mentor to three or four and the pair count becomes the number of mentee places. The time estimate is rougher for group formats, because forming a group of four takes longer than forming one pair.
